EU Parliament veto on nutrition claims is 'bitter pill' for industry to swallow, FDE

The European Parliament has blocked a proposal to amend food labelling laws that would have allowed new 'percentage less' claims on nutrition content, such as sugar, salt and fat - a move the food industry says is a bitter pill for the food sector to swallow.

MEPs, voting in the Parliament’s plenary session this morning, vetoed the European Commission’s bid to revise Annex of EC Regulation 1924/2006 which was aimed at encouraging food makers to make incremental reformulation efforts.

The politician opposed to the proposal concluded that the new food labeling could have confused or misled consumers. Today’s vote mirrors the resolution of MEPs involved in Tuesday’s Environment, Public Health and Food Safety (ENVI) committee’s poll on the same topic.

"The European Parliament has defended the interests of health-conscious consumers, who need to be able to make clear comparisons when shopping for food", said Matthias Groote, chair of the ENVI Committee, in reaction to today’s plenary vote.

The Commisson had sought to introduces two new nutrition claims into the Annex - namely, the ‘Now contains X% less’ claim as well as the ‘No added salt /sodium’ claim.

But Parliament's veto - 393 votes in favour, 161 against and 21 abstentions - sends the Commission’s proposal back to the drawing board.

The amendments, if passed, would have allowed, for example, a "15% less sugar" claim, which would be based on a previous formulation of the same product.

But MEPs said this would be hard to compare - or could misleadingly appear healthier - than a ‘reduced sugar’ label, which must contain 30% less than other similar products, under existing EU legislation on health and nutrition claims.

Lack of informed choice?
"It means that consumers will not be informed of important reformulations to foods so that they can make an informed food choice thus driving positive changes in dietary habits. Secondly, it serves a ‘bitter pill’ to food operators who have strived to voluntarily reformulate their products in line with consumer taste and public health expectations over the years.

It is difficult to comprehend how member states who agreed on the merits of informing consumers about these claims, and which were taken up within the EU High Level Group on Nutrition and under the EU Platform for Action on Diet, Physical Activity and Health, yet, members of the European Parliament have failed to understand that reasoning."

The UK food and drink industry also expressed disappointment and concerns about the potential impact on industry’s reformulation work.
Barbara Gallani, director of food safety and science at the Food and Drink Federation, commented: “Today’s result is a blow for consumers and industry alike. ‘X% less’ and ‘no added salt’ claims would have supported the food industry’s drive to gradually reformulate products."

Public health impact
DG Sanco, the Health and Consumer Policy directorate at the Commission, claimed an incremental approach to food and drink reformulation such as proposed under the ‘percentage less" claim was in line with the viewpoint of the EU platform for action on diet, physical activity and health.

A spokesperson for DG Sanco said last week that modest reductions are more feasible and achievable by “more operators”. and, he argued: “A wider range of reformulated products with such modest improvements but acceptable by more consumers could become available and therefore lead to a bigger impact in term of public health, compared with the 'light' products which are consumed by a limited [number of] consumers.”

The New Geopolitics of Food

From the Middle East to Madagascar, high prices are spawning land grabs and ousting dictators. Welcome to the 21st-century food wars.

In the United States, when world wheat prices rise by 75 percent, as they have over the last year, it means the difference between a $2 loaf of bread and a loaf costing maybe $2.10. If, however, you live in New Delhi, those skyrocketing costs really matter: A doubling in the world price of wheat actually means that the wheat you carry home from the market to hand-grind into flour for chapatis costs twice as much. And the same is true with rice. If the world price of rice doubles, so does the price of rice in your neighborhood market in Jakarta. And so does the cost of the bowl of boiled rice on an Indonesian family's dinner table. 

Welcome to the new food economics of 2011: Prices are climbing, but the impact is not at all being felt equally. For Americans, who spend less than one-tenth of their income in the supermarket, the soaring food prices we've seen so far this year are an annoyance, not a calamity. But for the planet's poorest 2 billion people, who spend 50 to 70 percent of their income on food, these soaring prices may mean going from two meals a day to one. Those who are barely hanging on to the lower rungs of the global economic ladder risk losing their grip entirely. This can contribute -- and it has -- to revolutions and upheaval. 

Already in 2011, the U.N. Food Price Index has eclipsed its previous all-time global high; as of March it had climbed for eight consecutive months. With this year's harvest predicted to fall short, with governments in the Middle East and Africa teetering as a result of the price spikes, and with anxious markets sustaining one shock after another, food has quickly become the hidden driver of world politics. And crises like these are going to become increasingly common. The new geopolitics of food looks a whole lot more volatile -- and a whole lot more contentious -- than it used to. Scarcity is the new norm. 

Until recently, sudden price surges just didn't matter as much, as they were quickly followed by a return to the relatively low food prices that helped shape the political stability of the late 20th century across much of the globe. But now both the causes and consequences are ominously different. 

In many ways, this is a resumption of the 2007-2008 food crisis, which subsided not because the world somehow came together to solve its grain crunch once and for all, but because the Great Recession tempered growth in demand even as favorable weather helped farmers produce the largest grain harvest on record. Historically, price spikes tended to be almost exclusively driven by unusual weather -- a monsoon failure in India, a drought in the former Soviet Union, a heat wave in the U.S. Midwest. Such events were always disruptive, but thankfully infrequent. Unfortunately, today's price hikes are driven by trends that are both elevating demand and making it more difficult to increase production: among them, a rapidly expanding population, crop-withering temperature increases, and irrigation wells running dry. Each night, there are 219,000 additional people to feed at the global dinner table. 

More alarming still, the world is losing its ability to soften the effect of shortages. In response to previous price surges, the United States, the world's largest grain producer, was effectively able to steer the world away from potential catastrophe. From the mid-20th century until 1995, the United States had either grain surpluses or idle cropland that could be planted to rescue countries in trouble. When the Indian monsoon failed in 1965, for example, President Lyndon Johnson's administration shipped one-fifth of the U.S. wheat crop to India, successfully staving off famine. We can't do that anymore; the safety cushion is gone. 

That's why the food crisis of 2011 is for real, and why it may bring with it yet more bread riots cum political revolutions. What if the upheavals that greeted dictators Zine el-Abidine Ben Ali in Tunisia, Hosni Mubarak in Egypt, and Muammar al-Qaddafi in Libya (a country that imports 90 percent of its grain) are not the end of the story, but the beginning of it? Get ready, farmers and foreign ministers alike, for a new era in which world food scarcity increasingly shapes global politics. 

THE DOUBLING OF WORLD grain prices since early 2007 has been driven primarily by two factors: accelerating growth in demand and the increasing difficulty of rapidly expanding production. The result is a world that looks strikingly different from the bountiful global grain economy of the last century. What will the geopolitics of food look like in a new era dominated by scarcity? Even at this early stage, we can see at least the broad outlines of the emerging food economy. 

On the demand side, farmers now face clear sources of increasing pressure. The first is population growth. Each year the world's farmers must feed 80 million additional people, nearly all of them in developing countries. The world's population has nearly doubled since 1970 and is headed toward 9 billion by midcentury. Some 3 billion people, meanwhile, are also trying to move up the food chain, consuming more meat, milk, and eggs.

As more families in China and elsewhere enter the middle class, they expect to eat better. But as global consumption of grain-intensive livestock products climbs, so does the demand for the extra corn and soybeans needed to feed all that livestock. (Grain consumption per person in the United States, for example, is four times that in India, where little grain is converted into animal protein. For now.) 

At the same time, the United States, which once was able to act as a global buffer of sorts against poor harvests elsewhere, is now converting massive quantities of grain into fuel for cars, even as world grain consumption, which is already up to roughly 2.2 billion metric tons per year, is growing at an accelerating rate. A decade ago, the growth in consumption was 20 million tons per year. 

More recently it has risen by 40 million tons every year. But the rate at which the United States is converting grain into ethanol has grown even faster. In 2010, the United States harvested nearly 400 million tons of grain, of which 126 million tons went to ethanol fuel distilleries (up from 16 million tons in 2000). This massive capacity to convert grain into fuel means that the price of grain is now tied to the price of oil. So if oil goes to $150 per barrel or more, the price of grain will follow it upward as it becomes ever more profitable to convert grain into oil substitutes. And it's not just a U.S. phenomenon: Brazil, which distills ethanol from sugar cane, ranks second in production after the United States, while the European Union's goal of getting 10 percent of its transport energy from renewables, mostly biofuels, by 2020 is also diverting land from food crops. 

This is not merely a story about the booming demand for food. Everything from falling water tables to eroding soils and the consequences of global warming means that the world's food supply is unlikely to keep up with our collectively growing appetites. Take climate change: The rule of thumb among crop ecologists is that for every 1 degree Celsius rise in temperature above the growing season optimum, farmers can expect a 10 percent decline in grain yields. This relationship was borne out all too dramatically during the 2010 heat wave in Russia, which reduced the country's grain harvest by nearly 40 percent. 

While temperatures are rising, water tables are falling as farmers overpump for irrigation. This artificially inflates food production in the short run, creating a food bubble that bursts when aquifers are depleted and pumping is necessarily reduced to the rate of recharge. In arid Saudi Arabia, irrigation had surprisingly enabled the country to be self-sufficient in wheat for more than 20 years; now, wheat production is collapsing because the non-replenishable aquifer the country uses for irrigation is largely depleted. The Saudis soon will be importing all their grain. 

Saudi Arabia is only one of some 18 countries with water-based food bubbles. All together, more than half the world's people live in countries where water tables are falling. The politically troubled Arab Middle East is the first geographic region where grain production has peaked and begun to decline because of water shortages, even as populations continue to grow. Grain production is already going down in Syria and Iraq and may soon decline in Yemen. But the largest food bubbles are in India and China. In India, where farmers have drilled some 20 million irrigation wells, water tables are falling and the wells are starting to go dry. 

The World Bank reports that 175 million Indians are being fed with grain produced by overpumping. In China, overpumping is concentrated in the North China Plain, which produces half of China's wheat and a third of its corn. An estimated 130 million Chinese are currently fed by overpumping. How will these countries make up for the inevitable shortfalls when the aquifers are depleted? 

Even as we are running our wells dry, we are also mismanaging our soils, creating new deserts. Soil erosion as a result of overplowing and land mismanagement is undermining the productivity of one-third of the world's cropland. How severe is it? Look at satellite images showing two huge new dust bowls: one stretching across northern and western China and western Mongolia; the other across central Africa. Wang Tao, a leading Chinese desert scholar, reports that each year some 1,400 square miles of land in northern China turn to desert.

In Mongolia and Lesotho, grain harvests have shrunk by half or more over the last few decades. North Korea and Haiti are also suffering from heavy soil losses; both countries face famine if they lose international food aid. Civilization can survive the loss of its oil reserves, but it cannot survive the loss of its soil reserves.
Beyond the changes in the environment that make it ever harder to meet human demand, there's an important intangible factor to consider: 

Over the last half-century or so, we have come to take agricultural progress for granted. Decade after decade, advancing technology underpinned steady gains in raising land productivity. Indeed, world grain yield per acre has tripled since 1950. But now that era is coming to an end in some of the more agriculturally advanced countries, where farmers are already using all available technologies to raise yields.

In effect, the farmers have caught up with the scientists. After climbing for a century, rice yield per acre in Japan has not risen at all for 16 years. In China, yields may level off soon. Just those two countries alone account for one-third of the world's rice harvest. Meanwhile, wheat yields have plateaued in Britain, France, and Germany -- Western Europe's three largest wheat producers. 

IN THIS ERA OF TIGHTENING world food supplies, the ability to grow food is fast becoming a new form of geopolitical leverage, and countries are scrambling to secure their own parochial interests at the expense of the common good. 

The first signs of trouble came in 2007, when farmers began having difficulty keeping up with the growth in global demand for grain. Grain and soybean prices started to climb, tripling by mid-2008. In response, many exporting countries tried to control the rise of domestic food prices by restricting exports. Among them were Russia and Argentina, two leading wheat exporters. Vietnam, the No. 2 rice exporter, banned exports entirely for several months in early 2008. So did several other smaller exporters of grain. 

With exporting countries restricting exports in 2007 and 2008, importing countries panicked. No longer able to rely on the market to supply the grain they needed, several countries took the novel step of trying to negotiate long-term grain-supply agreements with exporting countries. The Philippines, for instance, negotiated a three-year agreement with Vietnam for 1.5 million tons of rice per year. A delegation of Yemenis traveled to Australia with a similar goal in mind, but had no luck. In a seller's market, exporters were reluctant to make long-term commitments. 

Fearing they might not be able to buy needed grain from the market, some of the more affluent countries, led by Saudi Arabia, South Korea, and China, took the unusual step in 2008 of buying or leasing land in other countries on which to grow grain for themselves. Most of these land acquisitions are in Africa, where some governments lease cropland for less than $1 per acre per year. Among the principal destinations were Ethiopia and Sudan, countries where millions of people are being sustained with food from the U.N. World Food Program. That the governments of these two countries are willing to sell land to foreign interests when their own people are hungry is a sad commentary on their leadership. 

By the end of 2009, hundreds of land acquisition deals had been negotiated, some of them exceeding a million acres. A 2010 World Bank analysis of these "land grabs" reported that a total of nearly 140 million acres were involved -- an area that exceeds the cropland devoted to corn and wheat combined in the United States. Such acquisitions also typically involve water rights, meaning that land grabs potentially affect all downstream countries as well. Any water extracted from the upper Nile River basin to irrigate crops in Ethiopia or Sudan, for instance, will now not reach Egypt, upending the delicate water politics of the Nile by adding new countries with which Egypt must negotiate. 

The potential for conflict -- and not just over water -- is high. Many of the land deals have been made in secret, and in most cases, the land involved was already in use by villagers when it was sold or leased. Often those already farming the land were neither consulted about nor even informed of the new arrangements. And because there typically are no formal land titles in many developing-country villages, the farmers who lost their land have had little backing to bring their cases to court. 

Reporter John Vidal, writing in Britain's Observer, quotes Nyikaw Ochalla from Ethiopia's Gambella region: "The foreign companies are arriving in large numbers, depriving people of land they have used for centuries. There is no consultation with the indigenous population. The deals are done secretly. The only thing the local people see is people coming with lots of tractors to invade their lands." 

Local hostility toward such land grabs is the rule, not the exception. In 2007, as food prices were starting to rise, China signed an agreement with the Philippines to lease 2.5 million acres of land slated for food crops that would be shipped home. Once word leaked, the public outcry -- much of it from Filipino farmers -- forced Manila to suspend the agreement. 

A similar uproar rocked Madagascar, where a South Korean firm, Daewoo Logistics, had pursued rights to more than 3 million acres of land. Word of the deal helped stoke a political furor that toppled the government and forced cancellation of the agreement. Indeed, few things are more likely to fuel insurgencies than taking land from people. Agricultural equipment is easily sabotaged. If ripe fields of grain are torched, they burn quickly. 

Not only are these deals risky, but foreign investors producing food in a country full of hungry people face another political question of how to get the grain out. Will villagers permit trucks laden with grain headed for port cities to proceed when they themselves may be on the verge of starvation? The potential for political instability in countries where villagers have lost their land and their livelihoods is high. Conflicts could easily develop between investor and host countries. 

These acquisitions represent a potential investment in agriculture in developing countries of an estimated $50 billion. But it could take many years to realize any substantial production gains. The public infrastructure for modern market-oriented agriculture does not yet exist in most of Africa. In some countries it will take years just to build the roads and ports needed to bring in agricultural inputs such as fertilizer and to export farm products. Beyond that, modern agriculture requires its own infrastructure: machine sheds, grain-drying equipment, silos, fertilizer storage sheds, fuel storage facilities, equipment repair and maintenance services, well-drilling equipment, irrigation pumps, and energy to power the pumps. Overall, development of the land acquired to date appears to be moving very slowly. 

So how much will all this expand world food output? We don't know, but the World Bank analysis indicates that only 37 percent of the projects will be devoted to food crops. Most of the land bought up so far will be used to produce biofuels and other industrial crops. 

Even if some of these projects do eventually boost land productivity, who will benefit? If virtually all the inputs -- the farm equipment, the fertilizer, the pesticides, the seeds -- are brought in from abroad and if all the output is shipped out of the country, it will contribute little to the host country's economy. At best, locals may find work as farm laborers, but in highly mechanized operations, the jobs will be few. At worst, impoverished countries like Mozambique and Sudan will be left with less land and water with which to feed their already hungry populations. Thus far the land grabs have contributed more to stirring unrest than to expanding food production. 

And this rich country-poor country divide could grow even more pronounced -- and soon. This January, a new stage in the scramble among importing countries to secure food began to unfold when South Korea, which imports 70 percent of its grain, announced that it was creating a new public-private entity that will be responsible for acquiring part of this grain. With an initial office in Chicago, the plan is to bypass the large international trading firms by buying grain directly from U.S. farmers. As the Koreans acquire their own grain elevators, they may well sign multiyear delivery contracts with farmers, agreeing to buy specified quantities of wheat, corn, or soybeans at a fixed price. 

Other importers will not stand idly by as South Korea tries to tie up a portion of the U.S. grain harvest even before it gets to market. The enterprising Koreans may soon be joined by China, Japan, Saudi Arabia, and other leading importers. Although South Korea's initial focus is the United States, far and away the world's largest grain exporter, it may later consider brokering deals with Canada, Australia, Argentina, and other major exporters. 

This is happening just as China may be on the verge of entering the U.S. market as a potentially massive importer of grain. With China's 1.4 billion increasingly affluent consumers starting to compete with U.S. consumers for the U.S. grain harvest, cheap food, seen by many as an American birthright, may be coming to an end. 

No one knows where this intensifying competition for food supplies will go, but the world seems to be moving away from the international cooperation that evolved over several decades following World War II to an every-country-for-itself philosophy. Food nationalism may help secure food supplies for individual affluent countries, but it does little to enhance world food security. Indeed, the low-income countries that host land grabs or import grain will likely see their food situation deteriorate. 

AFTER THE CARNAGE of two world wars and the economic missteps that led to the Great Depression, countries joined together in 1945 to create the United Nations, finally realizing that in the modern world we cannot live in isolation, tempting though that might be. The International Monetary Fund was created to help manage the monetary system and promote economic stability and progress. Within the U.N. system, specialized agencies from the World Health Organization to the Food and Agriculture Organization (FAO) play major roles in the world today. All this has fostered international cooperation. 

But while the FAO collects and analyzes global agricultural data and provides technical assistance, there is no organized effort to ensure the adequacy of world food supplies. Indeed, most international negotiations on agricultural trade until recently focused on access to markets, with the United States, Canada, Australia, and Argentina persistently pressing Europe and Japan to open their highly protected agricultural markets. But in the first decade of this century, access to supplies has emerged as the overriding issue as the world transitions from an era of food surpluses to a new politics of food scarcity. 

At the same time, the U.S. food aid program that once worked to fend off famine wherever it threatened has largely been replaced by the U.N. World Food Program (WFP), where the United States is the leading donor. The WFP now has food-assistance operations in some 70 countries and an annual budget of $4 billion. There is little international coordination otherwise. French President Nicolas Sarkozy -- the reigning president of the G-20 -- is proposing to deal with rising food prices by curbing speculation in commodity markets. Useful though this may be, it treats the symptoms of growing food insecurity, not the causes, such as population growth and climate change. The world now needs to focus not only on agricultural policy, but on a structure that integrates it with energy, population, and water policies, each of which directly affects food security. 

But that is not happening. Instead, as land and water become scarcer, as the Earth's temperature rises, and as world food security deteriorates, a dangerous geopolitics of food scarcity is emerging. Land grabbing, water grabbing, and buying grain directly from farmers in exporting countries are now integral parts of a global power struggle for food security. 

With grain stocks low and climate volatility increasing, the risks are also increasing. We are now so close to the edge that a breakdown in the food system could come at any time. Consider, for example, what would have happened if the 2010 heat wave that was centered in Moscow had instead been centered in Chicago. In round numbers, the 40 percent drop in Russia's hoped-for harvest of roughly 100 million tons cost the world 40 million tons of grain, but a 40 percent drop in the far larger U.S. grain harvest of 400 million tons would have cost 160 million tons.

The world's carryover stocks of grain (the amount in the bin when the new harvest begins) would have dropped to just 52 days of consumption. This level would have been not only the lowest on record, but also well below the 62-day carryover that set the stage for the 2007-2008 tripling of world grain prices.
Then what? There would have been chaos in world grain markets. Grain prices would have climbed off the charts. Some grain-exporting countries, trying to hold down domestic food prices, would have restricted or even banned exports, as they did in 2007 and 2008. 

The TV news would have been dominated not by the hundreds of fires in the Russian countryside, but by footage of food riots in low-income grain-importing countries and reports of governments falling as hunger spread out of control. Oil-exporting countries that import grain would have been trying to barter oil for grain, and low-income grain importers would have lost out. With governments toppling and confidence in the world grain market shattered, the global economy could have started to unravel. 

We may not always be so lucky. At issue now is whether the world can go beyond focusing on the symptoms of the deteriorating food situation and instead attack the underlying causes. 

If we cannot produce higher crop yields with less water and conserve fertile soils, many agricultural areas will cease to be viable. And this goes far beyond farmers.

If we cannot move at wartime speed to stabilize the climate, we may not be able to avoid runaway food prices.

If we cannot accelerate the shift to smaller families and stabilize the world population sooner rather than later, the ranks of the hungry will almost certainly continue to expand. 

The time to act is now -- before the food crisis of 2011 becomes the new normal.

The "food web" is a set of connections between food and politics, economics, environmental concerns, science, and culture. And that food web is facing some major and potentially devastating challenges in the coming decade. Our global food system relies on cheap energy, water, and labor, and a disruption in any of those areas—as well as the threat of diseases in a globally distributed food—could bring the whole system crashing down.

We need to be thinking about our food in broader terms and with an eye to the future. Which is why IFTF's Global Food Outlook Program is proud to make our most recent report, FoodWeb 2020: Forces Shaping the Future of Food, available to the public (download above). This report, and the FoodWeb 2020 Map, explain what forces are changing the food web. It contains forecasts about directions of change and examples of disruptions in the web, as well as innovative responses to them.

Mapping Global Food Spending (Infographic)

A one dollar bag of rice in the U.S. is not the same as a one dollar bag of rice in Indonesia. For an American, who, on average, devotes about seven percent of his or her spending to food, it won’t matter that much if the price of rice doubles to two dollars. An American can likely take the money that would have gone to a “non-essential” item and put it towards food instead. But for an Indonesian, who devotes 43 percent of his/her spending to food, it could mean less to eat.

According to the World Bank, food prices have risen dramatically in the last few months, largely due to weather events and political unrest around the world. Wheat is particularly hard hit. In Azerbaijan, for example, the price of wheat went up 24 percent during the second half of last year and Azerbaijanis already put almost half of their spending toward food.

Ephraim Leibtag, an economist with the U.S. Department of Agriculture, said these times of high food prices affect people disproportionately: “As situations change in the food market, who feels that more or less in their everyday lives? The consumer who spends the majority of spending on food, when there’s a food spike, if food prices are 40 percent of their budget, that takes a bigger hit.”

The Department of Health is putting the fast food companies McDonald's and KFC and processed food and drink manufacturers such as PepsiCo, Kellogg's, Unilever, Mars and Diageo at the heart of writing government policy on obesity, alcohol and diet-related disease, the Guardian has learned.

In an overhaul of public health, said by campaign groups to be the equivalent of handing smoking policy over to the tobacco industry, health secretary Andrew Lansley has set up five "responsibility deal" networks with business, co-chaired by ministers, to come up with policies. Some of these are expected to be used in the public health white paper due in the next month.

The groups are dominated by food and alcohol industry members, who have been invited to suggest measures to tackle public health crises. Working alongside them are public interest health and consumer groups including Which?, Cancer Research UK and the Faculty of Public Health. The alcohol responsibility deal network is chaired by the head of the lobby group the Wine and Spirit Trade Association. The food network to tackle diet and health problems includes processed food manufacturers, fast food companies, and Compass, the catering company famously pilloried by Jamie Oliver for its school menus of turkey twizzlers. The food deal's sub-group on calories is chaired by PepsiCo, owner of Walkers crisps.
The leading supermarkets are an equally strong presence, while the responsibility deal's physical activity group is chaired by the Fitness Industry Association, which is the lobby group for private gyms and personal trainers.

In early meetings, these commercial partners have been invited to draft priorities and identify barriers, such as EU legislation, that they would like removed. They have been assured by Lansley that he wants to explore voluntary not regulatory approaches, and to support them in removing obstacles. Using the pricing of food or alcohol to change consumption has been ruled out. One group was told that the health department did not want to lead, but rather hear from its members what should be done.

Professor Sir Ian Gilmore, the leading liver specialist and until recently president of the Royal College of Physicians, said he was very concerned by the emphasis on voluntary partnerships with industry. A member of the alcohol responsibility deal network, Gilmore said he had decided to co-operate, but he doubted whether there could be "a meaningful convergence between the interests of industry and public health since the priority of the drinks industry was to make money for shareholders while public health demanded a cut in consumption".

He said: "On alcohol there is undoubtedly a need for regulation on price, availability and marketing and there is a risk that discussions will be deflected away from regulation that is likely to be effective but would affect sales. On food labelling we have listened too much to the supermarkets rather than going for traffic lights [warnings] which health experts recommend." Employers are being asked to take on more responsibility for employees in a fourth health at work deal. The fifth network is charged with changing behaviour, and is chaired by the National Heart Forum. This group is likely to be working with the new Cabinet Office behavioural insight unit, which is exploring ways of making people change their behaviour without new laws.
Lansley's public health reforms are seen as a test case for wider Conservative policies on replacing state intervention with private and corporate action.

While public interest groups are taking part in drawing up the deals, many have argued that robust regulation is needed to deal with junk food and alcohol misuse.
The Faculty of Public Health, represented on several of the deal networks, has called for a ban on trans fats and minimum alcohol pricing. Professor Lindsey Davies, FPH president, said: "We are hopeful that engaging with the food industry will lead to changes in the quality and healthiness of the products we and our children eat.  It is possible to make progress on issues such as salt reduction through voluntary agreements, and we're keeping an open mind until we see what comes out of the meetings, but we do think that there is still a role for regulation."

Responding to criticism that industry was too prominent in the plans, the Department of Health said: "We are constantly in touch with expert bodies, including those in the public health field, to help inform all our work. For the forthcoming public health white paper we've engaged a wide range of people, as we are also doing to help us develop the responsibility deal drawn from business, the voluntary sector, other non-governmental organisations, local government, as well as public health bodies. A diverse range of experts are also involved."

He added that the government wanted to improve public health through voluntary agreements with business and other partners, rather than through regulation or top-down lectures because it believed this approach would be far more effective and ambitious than previous efforts.
An over-arching board, chaired by Lansley, has been set up to oversee the work of the five responsibility deal networks, with representatives of local government and a regional health director – but it too is dominated by the food, alcohol, advertising and retail industries. Gilmore called for a better balance of commercial interests and independent experts on it.

Other experts have also expressed concern at Lansley's approach. Professor Tim Lang, a member of the government's advisory committee on obesity, doubted the food and drink industry's ability to regulate itself. "In public health, the track record of industry has not been good. Obesity is a systemic problem, and industry is locked into thinking of its own narrow interests," said Lang.
"I am deeply troubled to be sent signals from the secretary of state about working 'with business' and that any action has got to be soft 'nudge' action."

Jeanette Longfield, head of the food campaign group Sustain, said: "This is the equivalent of putting the tobacco industry in charge of smoke-free spaces. We know this 'let's all get round the table approach' doesn't work, because we've all tried it before, including the last Conservative government. This isn't 'big society', it's big business."

Nestlé is challenging the global drugs industry with plans to invest SFr500m ($510m) over the next decade to support the creation of a standalone health science business to tackle obesity and chronic disease.The Swiss food group, which announced the move on Monday, appointed Luis Cantarell, one of its most experienced executives, to "pioneer a new industry between food and pharma" that will develop products to combat diabetes, heart problems and Alzheimer's. Pharmaceutical groups including Pfizer, GlaxoSmithKline and Sanofi-Aventis have placed increasing emphasis on consumer health products sold over the counter, in an effort to diversify away from high-risk traditional drug development. Nestlé recently completed the divestment of Alcon, its specialist eyecare business, to Novartis.


The new health science division, to open in January, will include the group's existing healthcare nutrition business, which had sales of SFr1.6bn last year. By setting up a standalone subsidiary, the group may avoid perceived conflicts between core products, such as chocolate, and obesity – which now affects a sixth of the world's population.


Some analysts are sceptical about a food company's ability to break into this area, citing the time it has taken arch rival Danone of France, which has invested heavily in recent years, to see a significant payback.
Regulators, including the European Food Safety Authority, have begun imposing tougher standards to ensure any health-related claims are backed by science.


However, Nestlé said it was no newcomer and already had a pet food that holds back Alzheimer's in dogs. The group says its Pro Plan Senior is "the first and only dog food to contain ANTI AGE – a nutrient blend proven to improve cognitive function and mental alertness in senior dogs." Mr Brabeck said the division would grow via acquisitions, licensing and integration of start up companies, some already associated via Nestlé venture capital funds.


Medical nutrition has been built up steadily through acquisitions – notably of Novartis's medical nutrition business in 2007. Many analysts expect Nestlé to acquire further, with Mead Johnson, a big US health nutrition group, widely tipped.


The latest changes also mark unusual management volatility for a group known for its stability. The departure of Mr Cantarell from his current job heading the Americas, will mean the appointment of a the fifth new boss in six years to what has become Nestlé's biggest division.


Mr Cantarell will be succeeded by Chris Johnson, an American credited with the introduction of the group's highly successful information technology system, and a fast riser in Nestlé's ranks.

Consumers fed up with food politics

Some researchers, however, say the problem isn't necessarily that eating has become too complicated; it may be that society has for too long been misled into thinking food is simple.
 
For some Canadians, Judgment Day has taken on the added meaning of a trip to the grocery store.
 
Between greenerati guilt-mongering, the sustainability bullhorn and party-lines on everything from fair-trade coffee to locally grown produce, putting food on the table has become a morality minefield.

Fed up, some consumers are now tuning out entirely.
 
"I would love it if the world of political correctness would stay out of my grocery store," says Josh Aldrich, a central Alberta resident who's exhausted by food propaganda. "We like to believe that something is either the best for us or the worst for us when, in reality, there's very little wrong in buying the same food that we have for generations." Though Aldrich has no qualm with socially responsible shopping, he's put off by the stigma attached to not doing so; God forbid, after an exhausting day at work, he accidentally destroys the rainforest by buying the wrong brand of coffee.

"I don't like being guilted into (a decision)," says Aldrich.
 
Tony Partikas, an Edmonton business-owner, says the last straw for him came when watching Food Inc., a 2009 documentary on industrial food production."Every time I eat chicken now, I worry about health risks because such a big deal has been made about how they're force-fed steroids and antibiotics," says Partikas."Then I'm made to feel guilty by the hype about how they're being farmed up to Franken-size as fast as possible in minuscule cages that are stacked sky-high in blacked-out barns, which have been likened to concentration camps by animal-rights activists."

The proselytizing extends to almost every aisle of the modern grocery store, leaving few choices safe from the critical gaze of a food evangelist. As a result, experts fear the pleasure is being sucked from one of life's most pleasurable activities.

"We have food police here," says Mary Bailey, a bestselling Canadian food author. "We're caught up in this pattern where every time we turn around, something else is 'bad.' "
Bailey, publisher of The Tomato Magazine, notes that many of these movements are based on sound environmental or health principles. The problem is that there are just too many voices — many of them conflicting — in the din.

For example, while the arguments supporting the idea of a "100-mile diet" have helped farmer's markets double in recent years, a backlash has seen books (Just Food: Where Locavores Get it Wrong and How We Can Truly Eat Responsibly), academic blogs (Freakonomics) and scholarly studies (Carnegie Mellon University, Lincoln University) argue that such a strategy is elitist, unrealistic and not a good way of reducing carbon footprints.

Meanwhile, a retaliation against responsible eating has brought us KFC's Double Down, Wendy's Baconator Triple and the Heart Attack Grill's Quadruple Bypass Burger — each a greasy grenade to the holier-than-thou health movement that's made grocery shopping an affair worthy of a nutrition-science degree.

Some researchers, however, say the problem isn't necessarily that eating has become too complicated; it may be that society has for too long been misled into thinking food is simple.
"There are just so many factors that you need to consider in order to make fully informed decisions. I don't know that there are any shortcuts around it," says James E. McWilliams, associate professor of history at Texas State University and author of Just Food.

"As consumers, we have to push for gatekeepers. . . . But we also have to be willing to take on a little complexity. Right now, people will do more research into the cellphone they buy than into the food they eat."

Britain has, as threatened, split up its Food Standards Agency(roughly equivalent to our FDA). The split only applied to FSA in England. Its role in Scotland, Northern Ireland and Wales remains the same for the moment.
As I mentioned in a previous post, the precipitating cause of the new government’s distress about the FSA was—incredible as it seems—the agency’s support of traffic-light front-of-package labeling.
In its new configuration, FSA keeps its food safety functions. Its nutrition and labeling functions go to the Department of Health. Its country-of-origin and other non-labeling policies go to the Department for Environment, Food and Rural Affairs (Defra).
Surprise! The UK Food and Drink Federation thinks this is a terrific move.
As the voice of the UK food and drink manufacturing sector, we believe it is important to maintain an independent food safety regulator and fully support today’s decision by the Government to retain the Food Standards Agency…We also support the decision to move responsibility for nutrition, and other food policy issues, back into Government departments…This should lead to clearer and more consistent policy making, while avoiding unnecessary duplication of effort across Whitehall.
FSA may be keeping its food safety responsibilities, but Food Safety News reports that the agency hasn’t been doing such a great job with them. FSA’s most recent Annual Report says that it did not achieve its target for reduction of Campylobacter infections. It also failed to reach targets for reductions in salt and saturated fat.
Under the new division of responsibility, salt and fat are no longer FSA’s problem. The Health Department will be dealing with them—or not.
Given the industry-friendly bent of the new new health minister, expect considerable backing off from previous FSA policies.
England is not setting a good example for our FDA, alas.
As for what FDA can and cannot do, see Michael Taylor’s post on the Atlantic Food Channel. In discussing why the FDA isn’t taking a more vigorous enforcement stance against unsubstantiated health claims on food products, Taylor says:
We have no pre-market review authority over such claims, and, under prevailing legal doctrines concerning “commercial free speech,” the evidentiary requirements placed on FDA to prove that such claims are misleading are significant and costly to meet. Moreover, meeting them requires tapping the same team of nutritionists, labeling experts, and lawyers who are working on our other nutrition initiatives.
If they go after health claims, he says, it’s a losing proposition:
We’re also conscious of the cleverness of marketing folks, who, once we prove today’s claim is misleading, can readily come up with another one tomorrow. Going after them one-by-one with the legal and resource restraints we work under is a little like playing Whac-a-Mole, with one hand tied behind your back.
What he doesn’t point out nearly strongly enough, in my opinion, is that doing something about health claims rests with Congress. Congress passes laws. The FDA’s job is to enforce them. Congress needs to give the FDA the tools it needs to protect the public and promote public health.
And that, of course, brings us back to the food safety bill that has been sitting in the Senate for the last 11 months. If Congress can’t even get that passed, it’s hard to be optimistic about its doing anything reasonable about misleading health claims.

Fight climate change -- and childhood obesity, too. But though it's certainly a good thing to be thinking about global welfare while chopping our certified organic onions, the hope that we can help others by changing our shopping and eating habits is being wildly oversold to Western consumers. Food has become an elite preoccupation in the West, ironically, just as the most effective ways to address hunger in poor countries have fallen out of fashion.

An Ode to Farming: images from around the world.
Helping the world's poor feed themselves is no longer the rallying cry it once was. Food may be today's cause célèbre, but in the pampered West, that means trendy causes like making food "sustainable" -- in other words, organic, local, and slow. Appealing as that might sound, it is the wrong recipe for helping those who need it the most. Even our understanding of the global food problem is wrong these days, driven too much by the single issue of international prices. In April 2008, when the cost of rice for export had tripled in just six months and wheat reached its highest price in 28 years, a New York Times editorial branded this a "World Food Crisis." World Bank President Robert Zoellick warned that high food prices would be particularly damaging in poor countries, where "there is no margin for survival." Now that international rice prices are down 40 percent from their peak and wheat prices have fallen by more than half, we too quickly conclude that the crisis is over. Yet 850 million people in poor countries were chronically undernourished before the 2008 price spike, and the number is even larger now, thanks in part to last year's global recession. This is the real food crisis we face.
It turns out that food prices on the world market tell us very little about global hunger. International markets for food, like most other international markets, are used most heavily by the well-to-do, who are far from hungry. The majority of truly undernourished people -- 62 percent, according to the U.N. Food and Agriculture Organization -- live in either Africa or South Asia, and most are small farmers or rural landless laborers living in the countryside of Africa and South Asia. They are significantly shielded from global price fluctuations both by the trade policies of their own governments and by poor roads and infrastructure. In Africa, more than 70 percent of rural households are cut off from the closest urban markets because, for instance, they live more than a 30-minute walk from the nearest all-weather road.
Poverty -- caused by the low income productivity of farmers' labor -- is the primary source of hunger in Africa, and the problem is only getting worse. The number of "food insecure" people in Africa (those consuming less than 2,100 calories a day) will increase 30 percent over the next decade without significant reforms, to 645 million, the U.S. Agriculture Department projects.
What's so tragic about this is that we know from experience how to fix the problem. Wherever the rural poor have gained access to improved roads, modern seeds, less expensive fertilizer, electrical power, and better schools and clinics, their productivity and their income have increased. But recent efforts to deliver such essentials have been undercut by deeply misguided (if sometimes well-meaning) advocacy against agricultural modernization and foreign aid.
In Europe and the United States, a new line of thinking has emerged in elite circles that opposes bringing improved seeds and fertilizers to traditional farmers and opposes linking those farmers more closely to international markets. Influential food writers, advocates, and celebrity restaurant owners are repeating the mantra that "sustainable food" in the future must be organic, local, and slow. But guess what: Rural Africa already has such a system, and it doesn't work. Few smallholder farmers in Africa use any synthetic chemicals, so their food is de facto organic. High transportation costs force them to purchase and sell almost all of their food locally. And food preparation is painfully slow. The result is nothing to celebrate: average income levels of only $1 a day and a one-in-three chance of being malnourished.
If we are going to get serious about solving global hunger, we need to de-romanticize our view of preindustrial food and farming. And that means learning to appreciate the modern, science-intensive, and highly capitalized agricultural system we've developed in the West. Without it, our food would be more expensive and less safe. In other words, a lot like the hunger-plagued rest of the world.

Original Sins
Thirty years ago, had someone asserted in a prominent journal or newspaper that the Green Revolution was a failure, he or she would have been quickly dismissed. Today the charge is surprisingly common. Celebrity author and eco-activist Vandana Shiva claims the Green Revolution has brought nothing to India except "indebted and discontented farmers." A 2002 meeting in Rome of 500 prominent international NGOs, including Friends of the Earth and Greenpeace, even blamed the Green Revolution for the rise in world hunger. Let's set the record straight.
The development and introduction of high-yielding wheat and rice seeds into poor countries, led by American scientist Norman Borlaug and others in the 1960s and 70s, paid huge dividends. In Asia these new seeds lifted tens of millions of small farmers out of desperate poverty and finally ended the threat of periodic famine. India, for instance, doubled its wheat production between 1964 and 1970 and was able to terminate all dependence on international food aid by 1975. As for indebted and discontented farmers, India's rural poverty rate fell from 60 percent to just 27 percent today. Dismissing these great achievements as a "myth" (the official view of Food First, a California-based organization that campaigns globally against agricultural modernization) is just silly.
It's true that the story of the Green Revolution is not everywhere a happy one. When powerful new farming technologies are introduced into deeply unjust rural social systems, the poor tend to lose out. In Latin America, where access to good agricultural land and credit has been narrowly controlled by traditional elites, the improved seeds made available by the Green Revolutionincreased income gaps. Absentee landlords in Central America, who previously allowed peasants to plant subsistence crops on underutilized land, pushed them off to sell or rent the land to commercial growers who could turn a profit using the new seeds. Many of the displaced rural poor became slum dwellers. Yet even in Latin America, the prevalence of hunger declined more than 50 percent between 1980 and 2005.
In Asia, the Green Revolution seeds performed just as well on small nonmechanized farms as on larger farms. Wherever small farmers had sufficient access to credit, they took up the new technology just as quickly as big farmers, which led to dramatic income gains and no increase in inequality or social friction. Even poor landless laborers gained, because more abundant crops meant more work at harvest time, increasing rural wages. In Asia, the Green Revolution was good for both agriculture and social justice.
And Africa? Africa has a relatively equitable and secure distribution of land, making it more like Asia than Latin America and increasing the chances that improvements in farm technology will help the poor. If Africa were to put greater resources into farm technology, irrigation, and rural roads, small farmers would benefit.

Organic Myths
There are other common objections to doing what is necessary to solve the real hunger crisis. Most revolve around caveats that purist critics raise regarding food systems in the United States and Western Europe. Yet such concerns, though well-intentioned, are often misinformed and counterproductive -- especially when applied to the developing world.
Take industrial food systems, the current bugaboo of American food writers. Yes, they have many unappealing aspects, but without them food would be not only less abundant but also less safe. Traditional food systems lacking in reliable refrigeration and sanitary packaging are dangerous vectors for diseases. Surveys over the past several decades by the Centers for Disease Control and Prevention have found that the U.S. food supply became steadily safer over time, thanks in part to the introduction of industrial-scale technical improvements. Since 2000, the incidence of E. colicontamination in beef has fallen 45 percent. Today in the United States, most hospitalizations and fatalities from unsafe food come not from sales of contaminated products at supermarkets, but from the mishandling or improper preparation of food inside the home. Illness outbreaks from contaminated foods sold in stores still occur, but the fatalities are typically quite limited. A nationwide scare over unsafe spinach in 2006 triggered the virtual suspension of all fresh and bagged spinach sales, but only three known deaths were recorded. Incidents such as these command attention in part because they are now so rare. Food Inc. should be criticized for filling our plates with too many foods that are unhealthy, but not foods that are unsafe.
Where industrial-scale food technologies have not yet reached into the developing world, contaminated food remains a major risk. In Africa, where many foods are still purchased in open-air markets (often uninspected, unpackaged, unlabeled, unrefrigerated, unpasteurized, and unwashed), an estimated 700,000 people die every year from food- and water-borne diseases, compared with an estimated 5,000 in the United States.
Food grown organically -- that is, without any synthetic nitrogen fertilizers or pesticides -- is not an answer to the health and safety issues. The American Journal of Clinical Nutrition last yearpublished a study of 162 scientific papers from the past 50 years on the health benefits of organically grown foods and found no nutritional advantage over conventionally grown foods. According to the Mayo Clinic, "No conclusive evidence shows that organic food is more nutritious than is conventionally grown food."
Health professionals also reject the claim that organic food is safer to eat due to lower pesticide residues. Food and Drug Administration surveys have revealed that the highest dietary exposures to pesticide residues on foods in the United States are so trivial (less than one one-thousandth of a level that would cause toxicity) that the safety gains from buying organic are insignificant. Pesticide exposures remain a serious problem in the developing world, where farm chemical use is not as well regulated, yet even there they are more an occupational risk for unprotected farmworkers than a residue risk for food consumers.
When it comes to protecting the environment, assessments of organic farming become more complex. Excess nitrogen fertilizer use on conventional farms in the United States has polluted rivers and created a "dead zone" in the Gulf of Mexico, but halting synthetic nitrogen fertilizer use entirely (as farmers must do in the United States to get organic certification from the Agriculture Department) would cause environmental problems far worse.
Here's why: Less than 1 percent of American cropland is under certified organic production. If the other 99 percent were to switch to organic and had to fertilize crops without any synthetic nitrogen fertilizer, that would require a lot more composted animal manure. To supply enough organic fertilizer, the U.S. cattle population would have to increase roughly fivefold. And because those animals would have to be raised organically on forage crops, much of the land in the lower 48 states would need to be converted to pasture. Organic field crops also have lower yields per hectare. If Europe tried to feed itself organically, it would need an additional 28 million hectares of cropland, equal to all of the remaining forest cover in France, Germany, Britain, and Denmark combined.
Mass deforestation probably isn't what organic advocates intend. The smart way to protect against nitrogen runoff is to reduce synthetic fertilizer applications with taxes, regulations, and cuts in farm subsidies, but not try to go all the way to zero as required by the official organic standard. Scaling up registered organic farming would be on balance harmful, not helpful, to the natural environment.

Not only is organic farming less friendly to the environment than assumed, but modern conventional farming is becoming significantly more sustainable. High-tech farming in rich countries today is far safer for the environment, per bushel of production, than it was in the 1960s, when Rachel Carson criticized the indiscriminate farm use of DDT in her environmental classic, Silent Spring. Thanks in part to Carson's devastating critique, that era's most damaging insecticides were banned and replaced by chemicals that could be applied in lower volume and were less persistent in the environment. Chemical use in American agriculture peaked soon thereafter, in 1973. This was a major victory for environmental advocacy.
And it was just the beginning of what has continued as a significant greening of modern farming in the United States. Soil erosion on farms dropped sharply in the 1970s with the introduction of "no-till" seed planting, an innovation that also reduced dependence on diesel fuel because fields no longer had to be plowed every spring. Farmers then began conserving water by moving to drip irrigation and by leveling their fields with lasers to minimize wasteful runoff. In the 1990s, GPS equipment was added to tractors, autosteering the machines in straighter paths and telling farmers exactly where they were in the field to within one square meter, allowing precise adjustments in chemical use. Infrared sensors were brought in to detect the greenness of the crop, telling a farmer exactly how much more (or less) nitrogen might be needed as the growing season went forward. To reduce wasteful nitrogen use, equipment was developed that can insert fertilizers into the ground at exactly the depth needed and in perfect rows, only where it will be taken up by the plant roots.
These "precision farming" techniques have significantly reduced the environmental footprint of modern agriculture relative to the quantity of food being produced. In 2008, the Organization for Economic Cooperation and Development published a review of the "environmental performance of agriculture" in the world's 30 most advanced industrial countries -- those with the most highly capitalized and science-intensive farming systems. The results showed that between 1990 and 2004, food production in these countries continued to increase (by 5 percent in volume), yet adverse environmental impacts were reduced in every category. The land area taken up by farming declined 4 percent, soil erosion from both wind and water fell, gross greenhouse gas emissions from farming declined 3 percent, and excessive nitrogen fertilizer use fell 17 percent. Biodiversity also improved, as increased numbers of crop varieties and livestock breeds came into use.
Seeding the Future
Africa faces a food crisis, but it's not because the continent's population is growing faster than its potential to produce food, as vintage Malthusians such as environmental advocate Lester Brown and advocacy organizations such as Population Action International would have it. Food production in Africa is vastly less than the region's known potential, and that is why so many millions are going hungry there. African farmers still use almost no fertilizer; only 4 percent of cropland has been improved with irrigation; and most of the continent's cropped area is not planted with seeds improved through scientific plant breeding, so cereal yields are only a fraction of what they could be. Africa is failing to keep up with population growth not because it has exhausted its potential, but instead because too little has been invested in reaching that potential.
One reason for this failure has been sharply diminished assistance from international donors. When agricultural modernization went out of fashion among elites in the developed world beginning in the 1980s, development assistance to farming in poor countries collapsed. Per capita food production in Africa was declining during the 1980s and 1990s and the number of hungry people on the continent was doubling, but the U.S. response was to withdraw development assistance and simply ship more food aid to Africa. Food aid doesn't help farmers become more productive -- and it can create long-term dependency. But in recent years, the dollar value of U.S. food aid to Africa has reached 20 times the dollar value of agricultural development assistance.
The alternative is right in front of us. Foreign assistance to support agricultural improvements has a strong record of success, when undertaken with purpose. In the 1960s, international assistance from the Rockefeller Foundation, the Ford Foundation, and donor governments led by the United States made Asia's original Green Revolution possible. U.S. assistance to India provided critical help in improving agricultural education, launching a successful agricultural extension service, and funding advanced degrees for Indian agricultural specialists at universities in the United States. The U.S. Agency for International Development, with the World Bank, helped finance fertilizer plants and infrastructure projects, including rural roads and irrigation. India could not have done this on its own -- the country was on the brink of famine at the time and dangerously dependent on food aid. But instead of suffering a famine in 1975, as some naysayers had predicted, India that year celebrated a final and permanent end to its need for food aid.
Foreign assistance to farming has been a high-payoff investment everywhere, including Africa. TheWorld Bank has documented average rates of return on investments in agricultural research in Africa of 35 percent a year, accompanied by significant reductions in poverty. Some research investments in African agriculture have brought rates of return estimated at 68 percent. Blind to these realities, the United States cut its assistance to agricultural research in Africa 77 percent between 1980 and 2006.
When it comes to Africa's growing hunger, governments in rich countries face a stark choice: They can decide to support a steady new infusion of financial and technical assistance to help local governments and farmers become more productive, or they can take a "worry later" approach and be forced to address hunger problems with increasingly expensive shipments of food aid. Development skeptics and farm modernization critics keep pushing us toward this unappealing second path. It's time for leaders with vision and political courage to push back.
